Flash, Finland will return Russian goods sanctioned.

Finnish authorities have decided to return the Russian wagons seized earlier this year due to sanctions, the Moscow Trade Mission to Finland announced on Friday.

More than 800 loaded and empty wagons were seized in early November.

The decision to return the wagons was taken by the Ministry of Foreign Affairs on November 15, following an appeal by Finnish railway operators and the Finnish Transport and Communications Agency (Traficom)

According to the appeal, the storage and maintenance of the trains proved too expensive and too difficult for the operators of the Finnish railway system.

Additionally, some of the cars were noted to contain hazardous substances.

Rail traffic between Finland and Russia has decreased significantly due, among other things, to Western sanctions against Russia. Some of the wagons used in traffic between the two countries are subject to EU sanctions and have therefore been seized in Finland. The wagons remained under the control of the receiving railway undertakings (VR-Group Plc, Operail Finland Oy and Fenniarail Ltd). As the wagons entail significant costs for Finland and pose security risks, they will be returned to Russia under a sanctions waiver.

Finland’s transport and communications agency Traficom and the railway companies have filed a joint application with the Foreign Ministry for an exemption from sanctions to return the wagons to Russia. The exemption was granted on November 15, 2022 due to the financial burden and safety risks the wagons pose to the Finnish railway system. The storage and monitoring of more than 800 wagons took up the resources of the railway companies and the authorities, and the wagons took up space on the railway network.

“The railway companies will make the necessary preparations to transfer the wagons to Russia without delay, in accordance with the instructions provided by Traficom. Particular attention will be paid to inspecting the condition of the railcars before moving them to ensure that the operation can be carried out safely,” says Kaisa Sainio, Rail Transport Services Manager.
